Frederick Strong Moore, son of George Moore (1817-1875) and Eliza Chappel (1819-1887) was born in Charlottetown, Prince Edward Island, on 13 August 1846. From the age of 16 when he enrolled as a private in the Dundas Rifles he was closely involved with the militia of Prince Edward Island, rising through the ranks to Lieutenant-Colonel in 1889. In 1894 he was appointed to the command of Military District # 12 and became a Colonel in 1908. He retired on 2 September 1909. F.S. Moore was married to Eliza Bovyer on 2 March 1871 and had two children Elizabeth Eugenie (Jean) who married Charles H. Black and Louis Avard who married Jessie Arbuckle. He died on 19 April 1929, predeceased by his wife Eliza who died 2 August 1914.
