Prior to 1883, there was no specific fire rating of buildings on Prince Edward Island. The PEI Board of Fire Underwriters was formed in 1883, in order to ensure a fair rating within the city of Charlottetown. That year the Board employed Mr. C. E. L. Jarvis, Underwriter, of St. John, New Brunswick, to rate Charlottetown, which led to an increase of an average of 100% on former open rates. On the 27 September 1883, the initial constitution and by-laws for the PEI Board of Fire Underwriters were recorded. The executive, consisting of a president, vice-president, and secretary were to be elected at annual meetings. Any person representing a fire insurance company was welcome to become a member of the Board upon application to the secretary. By 1895, the Board was rating buildings within communities throughout PEI, in addition to Charlottetown. In July of 1943, the general constitution and by-laws were amended by substituting the word "Insurance" for the word "Fire" in the title of the Board. The PEI Board of Insurance underwriters, who disbanded sometime after 1967, was a branch of the Canadian Underwriters Association.

Scope and content
The fonds consists of minutes of the PEI Board of Insurance Underwriters from 1883 to 1967. Within these minutes are reports of the Secretary, Inspector of Buildings, various committees, notices of meetings, as well as financial reports. Books of minimum tarriff rates for 1895, 1901, 1908, and 1915, list buildings of specific fire risk in various communities across PEI. In later years, the minutes often include a list of insurance companies and the individuals representing them, who sat on the PEI Board of Insurance Underwriters.
